CBR Meeting: Merit, Luck and Accountability
November 5, 2014 -
10:00am to 12:00pm
FGV/EBAPE - Praia de Botafogo, 190 - Room 1333

This presentation relates to Daniela Campello and Cesar Zucco’s book project on Merit, Luck and Accountability. The first initiative of the project was a paper in which they have shown that South American voters punish and reward presidents for economic performance that is beyond their control. In other words, voters do not identify or differentiate luck ---favorable international conditions---from merit ---good economic policymaking---when they evaluate governments' competence. At the CBR meeting, they discuss two experiments---one in the lab and another in a national survey---that examine important implications of these findings. The first investigates how a large impact of luck on outcomes affects subjects' effort, simulating the situation of presidents of countries where economic results (and political success) largely depends on exogenous factors. The second verifies whether providing citizens with information on the relative (rather than absolute) performance of the economy affects their assessments of government competence.

CBR Meeting: LEGAL LIGHT PROJECT – Zero Loss Area
April 30, 2014 -
10:00am to 12:00pm
FGV/EBAPE Praia de Botafogo, 190 Auditorium 537 – 5th floor

In his presentation, Marco Vilela explains objectives, details and results of this project. Research opportunities are discussed.

Here is a short summary of the project:

One of Light's major challenges is to reduce non-technical loss generated by energy stealing. Nowadays, around 16% of the provided energy is stolen, which is equivalent to approximately 6.000 GWh/year - enough energy to supply the state of Espírito Santo.

Commercial losses damage the company and society as a whole in supply quality and tariffs. Environmental losses cannot be neglected either since the stolen energy had been produced from natural resources and/or with carbon emission.

The Legal Light Project, known as Zero Losses Zone (Área de Perda Zero - APZs), is innovative, because it associates the best technological advances with a new model of relationship among the company, its clients and suppliers, with permanent action.

This project has been effective in fighting against energy steal and default in a sustainable way.

After 20 months in operation, with the implementation of 26 APZs and reaching 440.000 clients, non-technical losses reduced from 46% to 20% and default from 10% to 0,54%.
